This addition to MSS 12690 David J. Toscano papers contains speeches, newsletters, notes, cards, clippings, correspondence, and releases by or about David J. Toscano in his role as Virginia House of Delegate and as Charlottesville's City Council member. The bulk of the collection consists of speeches made by Toscano from 2002 to 2018 as Delegate. The majority are printed with notes and annotations, although some are handwritten. Some speeches were written for his reelection campaigns as Delegate, while others were State Legislature floor speeches. Interspersed are printouts of emails responding to the speeches, handwritten cards from state legislature members and the public, personal notes, and clippings documenting his work as mayor and as a delegate. Also included are his speeches for his closing term as a Charlottesville City Council member in 2002, along with personal notes and acknowledgments for his work. Toscano served seven terms in the Virginia House of Delegates from 2006 to 2020. A Democrat, he represented Virginia's 57th District, including Charlottesville and parts of Albemarle County. Toscano was the Democratic leader in the House of Delegates from 2011 to 2018. Before serving in the Virginia state legislature, he served twelve years on Charlottesville's City Council (1990-2002), including a period as Mayor(1994-1996). Toscano earned his law degree from the University of Virginia in 1981. After retiring from state politics in 2020, he returned to practicing law.
