These papers document James B. McClellan's 1977-1978 tenure as minority counsel to the Senate Judiciary Subcommittee on Separation of Powers. In this capacity, McClellan prepared briefs and memoranda for several senators --Orrin Hatch, R-Utah; James Allen, D-Alabama; and Jesse Helms, R-North Carolina-- taking the minority position throughout the Panama Canal treaty debates.
